A Dispersal Zone was introduced to the area in January 2009 in an attempt to combat the rising levels of anti-social behaviour such as begging, rough sleeping and street drinking in the area. The move came as a result of numerous complaints from businesses, community groups and local residents.
The Dispersal Zone was introduced under Section 30 of the Anti-Social Behaviour Act 2003 for a six month period, in order that targeted action could be taken in problem areas to help remove anti-social behaviour from streets and, in certain circumstances, to allow groups to be dispersed when their behaviour has resulted or is likely to result in a member of the public being harassed, intimidated, alarmed or distressed. An informal review of the Dispersal Zone was undertaken at the end of March 2009, half way through the initial six month term, at which local partners including the Police Safer Neighbourhoods Team, Lambeth Council and Waterloo Quarter BID judged that the Dispersal Zone had been a success with around 80 dispersal notices being issued in the three months since it began.
