Proposals are being developed to implement a Dispersal Zone in the Waterloo area, under Section 30 of the Anti Social Behaviour Act 2003. This is in response to numerous complaints from businesses, community groups and local residents regarding anti-social behaviour such as begging, rough sleeping and street drinking.
Particular problem areas have been identified as the Millennium Green and Emma Cons Gardens. The zone will initially run for six months prior to a formal review. This is being developed by the Safer Lambeth Partnership and will enable targeted action in problem areas to help communities remove intimidation and anti-social behaviour from their streets and, in certain circumstances, to allow groups to be dispersed when their behaviour has resulted or is likely to result in a member of the public being harassed, intimidated alarmed or distressed.
