Section 30 Dispersal Zone
Following numerous complaints from businesses, community groups and local residents regarding anti social behaviour such as begging, rough sleeping and street drinking a Dispersal Zone was set up in the Waterloo Area on 5th January 2009.
 
This was introduced under Section 30 of the Anti-Social Behaviour Act 2003 for a 6 month period, in order that targeted action could be taken in problem areas to help remove intimidation and anti-social behaviour from streets and, in certain circumstances, to allow groups to be dispersed when their behaviour has resulted or is likely to result in a member of the public being harassed, intimidated, alarmed or distressed. 
 
An informal review of the Dispersal Zone was undertaken at the end of March, which is half way through the initial six month term. Local partners including the Police Safer Neighbourhoods Team, Lambeth Council, Waterloo Quarter BID and South Bank Employers’ Group judged that the dispersal zone had been a success with 80 dispersal notices being issued in the three months since it started. All parties were confident that there has been no knock on effect in bordering areas as there have been no reports of increases in anti-social behaviour.
